The subdivision falls within the historical boundaries of the Koa'e ahupua'a. The areas to the south of Papaya Farms Rd are in the Pu'u'a ahupua'a and the Kula ahupua'a.

A vision for a new community association:
- An association created BY the owner-residents, FOR the residents, answering directly to the will of the residents by way of online voting.
- Official membership process and list of members.
- Governance by majority rule.
- Transparency and inclusivity.
- Online verifiable voting, by logging into the association website. How voting would work.
- Nothing legally-binding – for example, no property liens when dues are not paid, etc. The leadership would not be able to make rules that the residents have not agreed to by official vote.
- Official website so that residents can get news and information; for example, things like names and contact info of the leadership, membership info, documents and records, financial records.
- Easy payment of road dues through the website.
- Official email list for residents to post announcements and have discussions.
